Teams will restrict external chats for MOERA-only tenants in September

Microsoft will begin automatically limiting federated Teams chats for tenants that use only their default MOERA domain. MOERA stands for Microsoft Online Exchange Routing Address and refers to the default onmicrosoft.com domain Microsoft assigns when it creates a Microsoft 365 tenant. From mid-September 2026, Teams may temporarily block users from messaging external contacts when Microsoft detects excessive or abusive activity, while internal chats continue normally. Unlike the fixed Exchange Online limit of 100 external recipients per day, Teams has not disclosed a specific threshold. Source
