VS Code 1.132 eliminates centralized control over the agent host and introduces side chats

Visual Studio Code 1.132 is now stable, but it changes an important administrative control: the `ChatAgentHostEnabled` policy has been removed. Administrators can no longer centrally disable the agent host, although developers can still manage it with `chat.agentHost.enabled`. Source
