Microsoft rolls out Windows 11 dynamic updates for setup and WinRE

Microsoft released three Windows 11 Dynamic Updates on July 14 2026 alongside Patch Tuesday to improve feature-upgrade reliability and the recovery environment. Setup Dynamic Updates refresh the binaries and files used during installations and upgrades, while Safe OS Dynamic Updates enhance the Windows Recovery Environment (WinRE). These packages can be applied to existing Windows images before deployment so that Language Packs and Features on Demand are preserved during later upgrades. Source
